No but it lets you build things. Any footage that can be used by media is considered journalism, hence the rights of the citizen filming is considered coexistent with rights of the press(1st amendment).
I’m just going to wander around various police and sherriff departments filming and asking provocative questions in the hopes that I get tazed or arrested so I can post it on youtube…..And the cops won’t cooperate!
