  12. The old 18th century definition of “driving” only meant moving livestock or a wagon pulled by horses. At the time of the US Constitution travelling generally meant walking or riding horseback. These Sov Cits simply ignore that driving horses carriage became driving a motor car-riage and only when horses were replaced a motor did it become necessary to expect more serious accidents. It was the Christy v. Elliot or Elliott Illinois decision that confirmed that States could regulate all traffic on public highways as part of the police powers of the states. ” to secure the safety of travellers upon the public highway ”
