In my opinion if your state is make my day, and a government official enters with no probable cause or warrant, they are threats and should be shot. Also, these two cops need some serious hand to hand combat training. They need to knock this dude out, not being able to fist fight is what leads to people being shot. At least he was man enough to take the shots and not go lethal, respect for that at least.
