I was at my friends house and his dad is a County officer and he told us that he arrested someone who has just committed a hit and run the day prior and he was doing almost everything shown in this video saying that he was traveling, not driving. He also told us that he got to smash the window in because the guy tried to drive off but another officer was standing in front of the vehicle getting the front plate because the rear one was a vanity plate.
